Trước khi phân tích kỹ vấn đề này, có lẽ nên nhìn lại lịch sử hình thành các đô thị đóng vai trung tâm chính trị-hành chính: Trung tâm chính trị-hành chính và Thủ đô đa chức năng a) Một số thành phố được ấn định từ đầu làm thủ đô vì các lý do chính trị, kinh tế và sự đồng thuận. Ngoài các chức năng chính trị-hành chính ban đầu, các đô thị này dần dần phát triển thành các trung tâm thương mại và giao dịch lớn (Berlin, Bangkok, Hà Nội); b) Một số trung tâm kinh tế nổi bật của một vùng hay một đất nước thu hút quyền lực chính trị và nhân tài, và sau đó trở thành trung tâm chính trị-hành chính (thủ đô) nhưng vẫn phát triển mạnh mẽ như những đô thị đa chức năng (Moscow, Jakarta); c) Một số đô thị-thủ đô mới, hoặc đúng hơn là các trung tâm chính trị-hành chính, được tách ra từ các thành phố thủ đô đã có, nhằm các mục đích khác nhau: Canberra tách từ Melbourne, Brasilia tách từ Rio de Janeiro, Putrajaya tách từ Kuala Lumpur, Naypyidaw tách từ Rangoon; Như vậy, chưa có bằng chứng một thành phố-thủ đô nào, trong các điều kiện bình thường, lại đang từ một đô thị đa chức năng thành công mà đi từ bỏ các năng lực về cạnh tranh kinh tế để trở thành chỉ là một trung tâm chính trị-hành chính (thủ đô) đơn thuần. Tại sao? Theo tôi, đơn giản là vì việc ấn định một thành phố nào đó làm thủ đô thì dễ hơn rất nhiều so với việc xây dựng một đô thị đa chức năng thành công. Nói cách khác, một đô thị thành công, tức là có khả năng cạnh tranh kinh tế cao, có thể đồng thời là một thủ đô thành công, nhưng một thành phố chỉ có chức năng chính trị-hành chính thì không chắc có thể cạnh tranh. Sự thành công của một đô thị, cũng như một con người, không bao giờ là ngẫu nhiên. Chúng ta đã đồng thuận cao khi chuyển sang kinh tế thị trường, và tôi xin phép mượn ý của một nhà bình luận mà nói rằng, kinh tế thị trường như một cái xe đạp, đi càng nhanh thì càng ổn định, còn dừng lại thì gần như chắc chắn sẽ đổ. Đương nhiên, nhanh đến mức nào lại là chuyện khác. Hà Nội, ngay từ lúc mới thành lập, đã là một thành phố đa chức năng có thể nói là thành công (nếu không nó đã phải mai một!). Ban đầu hệ thống giao thông đường thuỷ thuận tiện dựa vào sông Hồng đã làm cho thương mại – giao dịch phát triển. Vị trí thủ đô khiến cho các ngành dịch vụ và thủ công truyền thống đóng một vai trò quan trọng. Các kết quả của công cuộc công nghiệp hoá từ năm 1954 đã đưa Hà Nội từ một thành phố tiêu thụ thành một thành phố sản xuất. Hiện nay Hà Nôi là một đầu mối kinh tế-giao dịch, văn hóa, khoa học công nghệ và giao thông quan trọng nhất nước. Trong các chức năng khác như giáo dục-đào tạo chẳng hạn, Hà Nội chiếm đến 62 % cơ sở giáo dục đại học của cả nước, và đây chính là tiền đề phát triển kinh tế tri thức. Thủ đô đa chức năng, có sức cạnh tranh cao là xu thế phát triển tất yếu, khách quan Chức năng chính trị-hành chính đơn thuần chỉ tồn tại ở loại thứ 3 của cách phân loại trên, tức là các trung tâm có chủ định (purpose-built). Ta hãy xem chúng ra đời như thế nào. Canberra tách từ thủ đô tạm thời Melbourne năm 1927 như một giải pháp nhượng bộ giữa thành phố này và Sydney. Brasilia tách từ Rio de Janero năm 1960 bởi các nhà chính trị cho rằng đô thị này đã quá đông đúc chật chội và thủ đô phải nằm ở trung tâm địa lý của đất nước. Putrajaya tách từ Kualar Lumpur 2002 để trở thành trung tâm chính trị-hành chính mặc dù quốc hội vẫn ở Kuala Lumpur. Một trong các mục đích của việc tách này là nhằm tạo điều kiện cho Kuala Lumpur tiếp tục phát triển như một trung tâm tài chính-giao dịch. Naypyidaw của Myanmar tách khỏi Rangoon năm 2005, vì lý do tương tự như Brasilia, tức là để được đặt vào trung tâm địa lý của đất nước, và vì các lý do khác liên quan đến phòng thủ. Như ta thấy, logic của sự tiến hoá, hay nói cách khác là động học của quá trình phát triển các thành phố thủ đô, bao giờ cũng hướng về việc trở thành các đô thị cạnh tranh về mặt kinh tế, tất nhiên vị thế của

FRAUD IDENTIFICATION IN FORENSIC TAX INVESTIGATION AND RULE OF EVIDENCEThe unceasing and interminable tax related fraud resulting to corporate collapse and the failure of the statutory audit to detect and prevent fraudulent activities which had led to the impoverishment of investors had given rise to the need for forensic audit and investigations. In Nigeria, the recent worldwide economy downturn through COVID-19 pandemic and decrease in price of crude oil and sales quantity in the global market has contributed to difficulties in the implementation of annual budget. This resulted to a shift to tax revenues but the major challenge is the high rate of tax fraud and tax evasion. Fraud is the deliberate action, false depiction or suppression of material facts for the purpose of deceiving another to act upon it in order to be cheated. Tax fraud on the other hand, is the deliberate deception and tricks to minimize tax payment or refusal in tax payment through falsification of tax returns or evasion. Tax fraud is an intentional deception by taxpayer that results in an injury (tax loss) to the government. It involves both underpayment of tax and fraudulent intent. This can be committed against the government and tax authorities that collect taxes in the federal, state and local government. Tax fraud have both domestic and international dimension. The domestic dimension is in the form of tax evasion, especially as a result of high number of informal sector or shadow economy.

PurposeA dynamic approach to making legacy databases, like CDS/ISIS, interoperable with OAI‐compliant digital libraries (DLs).Design/methodology/approachThere are many bibliographic databases that are being maintained using legacy database systems. CDS/ISIS is one such legacy database system. It was designed and developed specifically for handling textual data. Over the years, many databases have been developed using this package. There is, however, no mechanism supported by the package for seamless interoperability of databases. The open archives initiative (OAI) addresses the issue of interoperability by using a framework to facilitate the discovery of content stored in distributed archives or bibliographic databases through the use of the OAI Protocol for Metadata Harvesting (OAI‐PMH). Temporal mood changes associated with different levels of adolescent drinking: Using mobile phones and experience sampling methods to explore motivations for adolescent alcohol use2013 •
Introduction and Aims. Alcohol use during adolescence is associated with the onset of alcohol use disorders, mental health disorders, substance abuse as well as socially and physically damaging behaviours, the effects of which last well into adulthood. Nevertheless, alcohol use remains prevalent in this population. Understanding motivations behind adolescent alcohol consumption may help in developing more appropriate and effective interventions. This study aims to increase this understanding by exploring the temporal relationship between mood and different levels of alcohol intake in a sample of young people. Design and Methods. Forty-one secondary school students used a purpose-designed mobile phone application to monitor their daily mood and alcohol use for 20 random days within a 31 day period. Generalised estimating equations were used to examine the relationship between differing levels of alcohol consumption (light, intermediate and heavy) and positive and negative mood three days before and after drinking episodes. Results. While there was no relationship between light and heavy drinking and positive mood, there was an increase in positive mood before and after the drinking event for those that drank intermediate amounts. No statistically significant relationships were found between negative mood and any of the three drinking categories. Discussion and Conclusion. Adolescents who drank in intermediate amounts on a single drinking occasion experienced an increase in positive mood over the three days leading up to and three days following a drinking event. These findings contribute to an understanding of the motivations that underpin adolescent alcohol use, which may help inform future interventions.
