Smart microgrids and virtual power plants in a hierarchical control structure2011 •
In order to achieve a coordinated integration of distributed energy resources in the electrical network, an aggregation of these resources is required. Microgrids and virtual power plants (VPPs) address this issue. Opposed to VPPs, microgrids have the functionality of islanding, for which specific control strategies have been developed. These control strategies are classified under the primary control strategies. Microgrid secondary control deals with other aspects such as resource allocation, economic optimization and voltage profile improvements. When focussing on the control-aspects of DER, VPP coordination is similar with the microgrid secondary control strategy, and thus, operates at a slower time frame as compared to the primary control and can take full advantage of the available communication provided by the overlaying smart grid. Therefore, the feasibility of the microgrid secondary control for application in VPPs is discussed in this paper. A hierarchical control structure is presented in which, firstly, smart microgrids deal with local issues in a primary and secondary control. Secondly, these microgrids are aggregated in a VPP that enables the tertiary control, forming the link with the electricity markets and dealing with issues on a larger scale.

Impact Of Academic Staff Union Of Universities (Asuu) Strike On Quality Of University Education In Nigeria2014 •
This paper examined the effect of ASUU strike on quality of education in Nigeria. The study has five objectives and five null hypotheses. Descriptive survey design was adopted for the study. The researchers targeted 450 undergraduate students from three federal universities in the North-West Geo-political zone in the country. Four rating scale structured questionnaire titled, ASUU Strike and Quality of Education in Nigeria (ASQEN) was used for data collection. The researchers assisted by two research assistants distributed the instruments. Three hundred and eighty four copies of questionnaire were properly completed. Data collected were coded in to SPSS; the package was used to run multiple regression models to determine the five null hypotheses. In all the tests of the hypotheses, the .05 confidence level was used for determining statistical significance. Cumhuriyet'in 94. yıldönümü vesilesiyle Cumhuriyet'e işçiler açısından baktığımızda ne görüyoruz? Sanayileşmenin henüz çok cılız olduğu, ücretli emeğin istihdamda son derece sınırlı yer tuttuğu bir iktisadi ve sosyal koşullar ile imparatorluğun yıkılmasının ve işgalin yarattığı travma ile zorlu bir ulusal kurtuluş sürecinin ardından cumhuriyet rejiminin inşa edildiği siyasi tabloyu akılda tutarak erken cumhuriyet dönemini emek açısından değerlendirebiliriz. 1923'te tarımsal istihdamın yüzde 90, sanayi istihdamının yüzde 5, hizmet sektörü istihdamının yüzde 5 ile sınırlı olduğunu unutmamalıyız. 1937'de İş Kanunu kapsamındaki işçi sayısı 250 bin civarındadır. Öte yandan 1925'te Takrir-i Sükûn (Sus Yasası) le başlayan otoriter tek parti rejiminin yarattığı siyasal baskı ve kısıtlamalar bir diğer etkendir. Erken cumhuriyet dönemini bir yandan bireysel işçi hakları konusunda yaşanan kazanımları öte yandan toplu ilişkileri konusunda yaşanan kısıtlamalarla birlikte bir bütün olarak ele almak gerekir. Ecirden ve ameleden işçiye Osmanlı'da bireysel işçi haklarını düzenleyen özel bir kanun yoktu. Bireysel iş ilişkileri kısmen Osmanlı medeni kanunu olarak niteleyebileceğimiz Mecelle'de ele alınmıştı. Mecelle 1860'lardan 1926'ya kadar yürürlükte kalmıştı. Mecelle'de iş ilişkileri kira sözleşmeleri kısmında ele alınmıştı. Mecelle'de işçi ecir olarak, " nefsini-kendini-kiraya veren kimse " olarak tanımlanıyordu. Mecelle'de iş sözleşmesi kavramı yoktu. Bunun yerine " icarı âdem " (insan kirası) kavramı yer alıyordu. Mecellenin adeta köle-efendi ilişkisini andıran bu düzenlemeleri 1926 Borçlar Kanunu ile köklü bir şekilde değişti. Ecir yerini işçiye, insan kirası yerini hizmet akdine (iş sözleşmesine) bıraktı. Kuşkusuz Borçlar Kanunu henüz iş hukuku yaklaşımına sahip değildi, tarafları sözleşme özgürlüğü çerçevesinde eşit kimseler ele alıyordu ama artık ecir değil işçi vardı. İşçilerin kapsamlı korunması için 1936 İş Kanunu'nu beklemek gerekecekti. Borçlar Kanunu'nun bir diğer önemli özelliği 316 ve 317. maddelerinde Umumi Mukavele (Genel Sözleşme) adı altında toplu iş sözleşmesine olanak tanımasıdır. İsviçre Borçlar Kanunu'ndan aktarılan umumi mukavele (toplu iş sözleşmesi) hakkı, dönemin iktisadi, sosyal, siyasal, hukuki ve kültürel koşulları yüzünden kâğıt üzerinde kaldı. Çünkü Takrir-i Sükûn nedeniyle sendikaların faaliyetleri imkânsız hale gelmişti. Cumhuriyet'in ilk döneminde izlenecek İktisat politikası büyük ölçüde İzmir İktisat Kongresi'nde (1923) şekillendi. Kongre farklı toplumsal kesimlerin ve devletin temsil edildiği bir forum ve üçlü bir görüş alışverişi zemini oldu. Kongre'de sermaye kesiminin ağırlığını koymasıyla Cumhuriyetin ilk yıllarında liberal bir iktisat politikası izlenmeye başlandı. Kongre'de işçi grubu tarafından önerilen amele yerine işçi ifadesinin kullanılması, sendikalaşma hakkının ve sekiz saatlik iş gününün tanınması, kadınlara doğum öncesi ve sonrası izin verilmesi, asgari ücret miktarının tespiti, ücretlerin nakden ödenmesi, işçilere haftada bir gün izin verilmesi, 1 Mayıs gününün işçi bayramı olarak kabul edilmesi, hastalanan işçiye üç aya kadar gündeliğinin ödenmesi gibi konular kabul edilirken; yine işçi grubu tarafından önerilen hafta tatili ücreti, yıllık ücretli izin, çalışamayacak durumda hastalanan işçiye işletme tarafından tazminat ödenmesi, iş kazası geçiren işçinin hayatının güvenceye alınması gibi konular ise diğer grupların kabul etmemesi nedeniyle reddedildi. Kongrede kabul edilen işçi talepleri zamanla ve gecikmeli olarak hayata geçti.

The Language of Science and the Language of Theology1999 •
The notion of incommensurability has been advanced to claim that adherents of rival scientific theories cannot fully understand each other. If this is true even within science, is there any hope for understanding between the scientist and the theologian? Serious consideration must be given to the philosophical criticism of incommensurability, i.e., arguments that show how communication across theories, and by extension across disciplines, is possible. The parallel consideration of (a) rival scientific theories of light, and (b) scientific and theological understandings of creation show that problems arise from potentially resolvable misunderstandings rather than an unremediable lack of understanding. Some theologians have tried to minimize communication problems by adopting a “scientific” way of speaking, for example by transferring the scientific concept of complementarity into the science–theology dialog. However, since the subject matters are irreducibly different, this approach creates its own problems. Analyzing potential language problems between science and theology can lead to some practical suggestions on how to improve mutual understanding.

Diaspora as Vanishing Mediator: Emancipation of Identity for the Mamanuas of Basey Samar2018 •
This paper is to expose and critique the diagnosis of diaspora for the Mamanuas of Basey, Samar. Understood as a dispersion from one's original homeland with the essential presupposition that the solution is to regain back their ancestral place where possibly they can reorient themselves to their identity, the concept 'diaspora' can no longer be viable. Instead, I argue that the concept 'diaspora' must act – via Jameson, Žižek, Balibar, and Boer – as a vanishing mediator standing between their aboriginal identity and their new radical identity. In this paper, the emancipation of identity is no longer to bring them back to their homeland. In Basey, it is found out, through the Mamanuas' affirmation, that their access to livelihood and education is better. While this radical move might make them slowly disintegrate the original lifestyle of their elders, the identity that they foresee is something that provides them empowerment and a better future.
Boundary conditions of high kinds (fourth and sixth kind) as defined by Carslaw and Jaeger are used in this work to model the thermal behavior of perfect conductors when involved in multi-layer transient heat conduction problems. In detail, two- and three-layer configurations are analyzed. In the former, a thin layer modeled as a lumped body is subject to a surface heat flux on the front side while it is in perfect (fourth kind) or in imperfect (sixth kind) thermal contact with a semi-infinite or finite body on the back side. When dealing with a semi-infinite body in imperfect contact, the temperature solution is derived by means of the Laplace transform method. Green’s function approach is also used but for solving the companion case of a finite body in perfect contact with the thin film.
