- Ministry of Planning and Investment(MPI) the Government's Decree No.116/2008/NĐ-CPof November 14th2000 The Ministry of Planning and Investment is an agency of the Government, which perform the functions of State management over planning (1) investment(2) aandstatistics (3 which cover: To submit to the Government the programs of action for the implementation of socio economic development plans already adopted by the National Assembly To issue decisions, directives and circulars in the field of planning and investment within the scope of its State management.

To fulfill the commitment agreed at International Conference on Population and Development(ICPD), Cairo, Egypt on the following subjects Population-development Gender equality and women power improvement Family-related issues Population growth and pattern Reproductive rights and health Health, diseases and death Urbanization and migration others.
- Population and development To solve the relationship between development planning and population, the international conferenc on population and development (ICPD) held in Cair (1994) gave solutions, but the most general is to fully integrate population in: (1)development policies (2)policy planning (3)distribution of resources at different management levels and all facets of planning.
